SFS Report: State and Local Flexibility Options in ESEA

New flexibility guidelines in ESEA allow almost every local school district in America to transfer up to 50 percent of the federal dollars they receive among an assortment of programs, including the option to use all transferred funds to support comprehensive school reform initiatives.

This report highlights these local transferability options, as well as the other flexibility options in the No Child Left Behind Act, which allow school districts to combine federal funding streams to meet local school improvement needs.
